Can't Ukraine simply increase the fee it charges Russia to transport Russian gas over Ukrainian territory?

Ukraine would'nt have to worry about the extra price eating up their small amount of money if their Government hadn't shut down LS-Studios, which was raking in the most money the country had ever seen, until it was shut down in 2004.
