I have an 8 yr old cat that is spraying?

My cats er and Scotch are 8 and now Scotch has started spraying on the wall down by his litter box so I make sure it's clean and now I just caught him going on the wall up in the livingroom.. I don't know what to do.. I tried spraying vinegar and water .. doesn't help..btw they were fixed along time ago
